Lots going on this week including many communications events. We held the regular Departmental reference group with front line staff to talk through what’s happening in key areas and how we plan to achieve our objectives and budget for next year. We held the Departmental Leadership Team (DLT) meeting for all managers. Again we took stock of where we are, the major corporate issues that we need to engage with as well as an update from all the service directors. The ICT team also gave us a presentation on the new Lync2010 and Sharepoint2010 systems. We’re using SharePoint now to manage all of our projects and programmes in real time on the system. It works brilliantly and if you haven’t seen it please contact Karen Perrett’s team for more information and a demo.
I have been using Lync2010 now for 24hrs and it’s already made a big impression on me. It’s great for instant messaging and video calling so will be a key enabler to underpin new ways of working in the refurbished buildings that we occupy. Please familiarise yourself with this system and start using it. If you’re a team leader or manager it’s important that we demonstrate visible leadership by using this technology to show case how it enables flexible, lower cost working by eliminating some travel.
Cabinet made their decision yesterday about the senior management restructure. Two of the five senior posts will be deleted – the CEO post and one corporate director. This will put Wiltshire Council at the leading edge of local government organisations in terms of its leadership model. We’re been at the leading edge of so much recently so this is a real plus in my opinion (LGR, Community Area Boards, Political Team of the Year, our work on systems thinking, work place transformation, campuses, the list goes on...).
Well done to the property and legal teams who have delivered seven community asset transfers (CATs) up to the end of September. This is great progress and shows that we’re delivering on our objectives to transfer assets to our communities quickly.
Finally we had a good session at Cabinet Liaison yesterday afternoon. We got through a lot of business and planned key objectives over the coming weeks and months. The team is working very well together and we’re right on track to deliver our business and financial plans.

About me
Dr Carlton Brand has worked in local government since 2004 and joined Wiltshire County Council in 2007.
During Carlton’s time as Corporate Director at Wiltshire County Council he co-led the transition to the new unitary Wiltshire Council. As part of the ongoing transformation process he led on the implementation of an ambitious new business management programme utilising SAP to underpin the new organisation; the introduction of systems thinking (lean) to transform service performance for customers; and procurement reform amongst his many other corporate responsibilities. In the last couple of years he has developed a new organisation model for the council which is based on hubs and campuses, working with partners such as the Police around the community areas.
Carlton is passionate about developing future leaders and has led the development of a coaching and mentoring programme across the council in order to develop leaders and enable managers to share their skills and experience. Himself a fully accredited executive coach and leadership mentor, Carlton is a Chartered Manager and Fellow of the Chartered Management Institute.
Carlton enjoys engaging and sharing ideas with partner organisations and other councils through his activities with South West Councils, SOLACE (Society of Local Authority Chief Executives) ACCE (Association of Council Chief Executives) and CCN (County Councils Network) among others.
Prior to joining Wiltshire, Carlton was Corporate Director for Resources at St Edmundsbury Borough Council in Suffolk where he led on performance improvement through systems thinking and the efficiency/cost reduction agenda in response to the Gershon review, amongst others.
For the first twenty years of his career, Carlton worked for Ford Motor Company; first as a design engineer in product development and latterly as a senior manager leading large teams of engineers on the concept, design, development and launch into manufacturing of major new model programmes such as the Ford Focus. Carlton has worked widely across Europe, the USA and Japan in many Ford and supplier engineering and manufacturing facilities.
Married with two sons he enjoys all forms of motor sport, cricket, fishing and astronomy.
